The town council in West Warwick, Rhode Island, voted 3-2 on Tuesday night to seek a statewide referendum on the Narragansett Tribe's proposed casino.
The tribe has partnered with Harrah's Entertainment to open a casino in the town. Most local officials and residents support the project.
The tribe is seeking to amend the state constitution to allow the casino. The Rhode Island Supreme Court has rejected two casino proposals in the last two years before they got to the ballot.
The tribe is not allowed to seek gaming under the Indian Gaming Regulatory Act due to a Congressional rider.
