Speakers at a city council hearing in Vancouver, Washington, rallied against a proposed casino agreement with the Cowlitz Tribe.
The tribe drafted a memorandum of understanding for the city's consideration. It calls for tribe to pay the city for lost revenues at four non-Indian card rooms.
According to The Columbian, opponents of the agreement outnumbered supporters 2-1. The tribe, recognized through the Bureau of Indian Affairs process, is running into opposition to its application for an initial reservation.
