Officials in San Diego County say the Pauma Band of Mission Indian violated its gaming compact by adding 6,400 square-feet to its casino.
The tribe completed the expansion in March. But the county says the tribe never negotiated an environment agreement as required by its 2004 compact with the state.
The compact, signed by Gov. Arnold Schwarzenegger (R), is unique because it requires tribes to address the environmental impacts of casinos. A total of 10 tribes agreed to the condition.
