"Governor Arnold Schwarzenegger took a small step in eliminating some confusion over the growing off-reservation casino movement in May by declaring many cities ineligible and setting forth a list of guidelines.
For Hesperia, it meant a likely end to efforts to bring in a casino resort. For Barstow, it was affirmation that the governor was willing to approve a casino in the area.
But approval is a lot more complicated than just being on a list of cities. The rest of the details in the governor's proclamation is leading to conflict within our city's leadership that is not likely to end until there is more clarification from the governor's office."
