The city council in Hemet, California, voted 4-1 on Tuesday to enter into a casino agreement with the Soboba Band of Luiseño Indians.
The tribe is planning to relocate its on-reservation casino to 128 acres of non-reservation land.
The tribe needs the support of local communities in order to acquire the 128 acres as part of a water rights settlement.
Officials in other cities have raised concerns about the proposal.
