The Grand Forks, North Dakota, city council passed a resolution in support of an off-reservation casino but stopped short of endorsing the proposal.
The Turtle Mountain Band of Chippewa Indians want to build a casino in the city. Other tribes in the state and region oppose the plan.
Council members said more questions still need to be answered before full support is granted.
