Rhode Island Gov. Donald Carcieri (R) is not giving up opposition to the Narragansett Tribe's proposed casino.
Carcieri has been fighting the tribe since he took office in 2003. He has spoken out against the casino effort and won a court ruling that prevented a casino referendum from going to the voters.
Carcieri said a new casino bill is equally flawed. He believes the state constitution bars any casino that is not controlled or operated by the state.
The Narragansett Tribe responded to the decision by proposing a "state-operated" casino that would be managed by Harrah's Entertainment.
