The state of Arizona is accusing a man of defrauding investors with a phony plan to open a casino with the San Juan Southern Paiute Tribe.
The Arizona Corporation Commission's Securities Division says John S. Mendibles told investors he had a management agreement for casino near Flagstaff. He allegedly sold $136,000 worth of shares.
Mendibles is also accused of having a non-existent agreement with the Hualapai and Havasupai tribes to negotiate the sale of their water rights.
