Off-reservation casino deal poses problems

Negotiations for an off-reservation casino in Monroe, Ohio, have hit a roadblock.

The Eastern Shawnee Tribe of Oklahoma has bought land in Monroe for a possible casino. The tribe wants to negotiate an agreement with the city.

But local officials say the proposed agreement is too short. They say the tribe won't budge on key issues such as prohibiting adult-oriented businesses in the area.

The tribe has already entered into an agreement with the village of Botkins. Monroe and Botkins are located near a major interstate highway.
