Schwarzenegger wants gaming tribes to open books

California Gov. Arnold Schwarzenegger (R) on Tuesday said compacts he negotiated with a handful of tribes give the state "the right to open up those casino books," The Los Angeles Times reported.

Schwarzenegger negotiated 10 compacts with small tribes, most of whom are represented by the same attorney. At a news conference, he said the agreements give the state greater control over the tribes' regulation of their casinos.

According to The Times, however, the compacts are not all the same. Three give the state the right conduct background checks on tribal gaming commissioners and require tribes to remove those deemed unacceptable. The other seven make no such requirement, the paper said.
