Editorial: Voters should reject gaming initiatives

"California continues to have a schizophrenic attitude toward gambling, granting the privilege to operate gaming centers to some and not others and setting clumsy and inconsistent rules for those who do operate gaming.

Propositions 68 and 70 would only increase the confusion for Californians. Voters ought to reject both measures and not even worry about the distinctions in each.

Proposition 68 is simply a stratagem to expand gambling with little concern about the consequences.

Proposition 70 is being proposed by one Indian tribe. While it is not as nefarious, it would lock the state into agreements with the force of a constitutional amendment."
