Editorial: Gaming 'no safe bet' for Schwarzenegger

"The most divisive election in Rohnert Park's history ended this week with two council members surviving a recall attempt. But the conflict remains and at its heart the ability, or lack thereof, of local governments to deal with the expansion of Indian gaming throughout the state.

The recall was rejected, one might surmise, on the voters' acceptance of a stark reality: Even if the council members were ousted, it wouldn't have stopped the Federated Indians of Graton Rancheria from building a 2,000-slot casino and 300-room hotel."
