The Iowa Tribe of Kansas and Nebraska is hoping to negotiate a compact for an off-reservation casino but the deal is facing obstacles.
The first is Gov. Kathleen Sebelius (D). She's already signed an agreement for an urban casino with Kickapoo Tribe and the Sac and Fox Tribe, who have agreed to share revenues with the state.
The next is the state Legislature. A committee has approved the Sibelius compact but not after making some changes.
Then there's the Interior Department, which would have to agree to take the land for the casino into trust and then approve the compact. Since 1988, only three off-reservation land acquisitions for gaming have been approved.
The Iowa Tribe is eyeing land in Park City, whose council voted 7-1 last week to support the casino.
