The Ho-Chunk Nation of Wisconsin presented details of its plan to acquire 432 acres in the state of Illinois.
The tribe wants Congress to take the land into trust for an entertainment complex. Tribal officials say the plan could move forward with or without a casino.
Rep. Jesse Jackson Jr. (D-Illinois) is supporting the land acquisition. But a supporter says it is unlikely Congress will act on the bill before the November election.
