People in Rochester are either excited or dismayed about the possibility of a tribal casino in their city.
The Seneca-Cayuga Tribe of Oklahoma is proposing to build a $500 million casino and hotel in downtown Rochester. Mall developer Thomas C. Wilmot, the tribe's backer, laid out the plans this week for a facility that would employ about 1,300 with an annual payroll of $48 million.
Some local officials, including the mayor, are opposed to the idea. They have other plans for downtown, such as adding housing and creating a cultural district.
