Recount decision to come today

Judge Terry P. Lewis, a Florida County Circuit Judge, will issue a legal decision this morning at 10AM EST on whether or not to force Secretary of State Katherine Harris to include results from counties still manually tabulating their votes.

Harris on Wednesday said she would not accept the new counts and certified that Texas Governor George W. Bush holds the lead. A state Supreme Court later on Thursday, however, ruled that nothing prevents counties from continuing their manual recounts.

The deadline for receipt of all overseas ballots is midnight tonight. Tomorrow, Harris will certify those and if Bush is still in the lead, it is expected he will assume the Presidency.

If Lewis rules that Harris has to include the manual recounts, a final certification would come in a few days.
