The Senate on Wednesday came to a compromise that would place an anti-terrorism bill seen by some as encroaching on civil liberties on a quick path to approval.

As early as today, amendments proposed by Sen. Russ Feingold (D-Wis.) to safeguard rights could be debated. On Tuesday, he was holding up action on the bill because of concerns that it was too intrusive.

The compromise came as debate stalled on an aviation security bill.
