Clinton rejected energy order

The energy industry lobbied the Clinton administration to issue an executive order to speed up review of power plants and development on federal lands but the request was rejected.

In President Bush, the industry found a more willing listener. A lobbyist from the American Gas Association sent the Department of Energy a copy of legislation that would have set up an interagency energy task force.

Bush then bypassed Congress and in May 2001 issued an executive order following the industry request. That same month, he signed another order suggested by a lobbyist from the American Petroleum Institute.
