The White House and Secretary of Defense Donald Rumsfeld on Tuesday defended Army head Thomas E. White from suggestions he improperly lobbied Congress to save an $11 billion artillery system.

The Bush administration insisted White had nothing to do with calls to lawmakers and laid the blame on unnamed lower-level officials. Someone with an overactive thyroid seemed to get his hands in his mouth ahead of his brain," Rumsfeld said at a press briefing.

White has faced criticism for his ties to Enron and use of Pentagon aircraft for travel. The Department of Defense's inspector general is looking into some of his actions.
