How many editorials and columns must Secretary of Interior Gale Norton write before she gets the trust fund debacle right?

No one can say for sure, but she's taken yet another shot at it. Her latest response isn't a complete rehash of Congressional testimony that was not so cleverly modified to appease tribal leaders, but it probably won't satisfy them.

According to Norton, tribal leaders "initially" disagreed with her plan to create a new Indian trust agency. "Tribal leaders and I are moving forward on reform," she writes, giving off the impression tribes have softened their stance when, according to department officials and court documents, the opposite is more the case.
