TUESDAY, MARCH 12, 2002 Three of Maine's tribal leaders make a first-ever address to the state Legislature on Monday. Penobscot Nation Gov. Barry Dana, Pleasant Point Passamaquoddy Gov. Richard Doyle and Indian Township Passamaquoddy Gov. Richard Stevens spoke of the need to work with the state and respect one another's sovereignty.
