Budget rollout is today

President Bush rolls out his $2.13 trillion fiscal year 2003 budget today, delivering it to Congress wrapped in the American flag.

But there's a dark side to the pretty package, warns The Washington Post. There are numerous cuts in major domestic programs to counter huge increases in military and anti-terrorism spending.

The paper, however, seems to believe the Department of Interior won't be slated for many cuts. Already, Secretary Gale Norton has said she is increasing trust reform spending by $83.6 million.

Beyond the dollar amounts, the budget contains a grading system for all federal agencies. Not surprisingly, Interior fails on a number of counts, but then again, so do a lot of other agencies, The New York Times notes.

The budget will be posted on the White House Office of Management and Budget site after 12:30 p.m. today. Norton is holding a press conference at 2 p.m. at the main Interior building.
