Secretary of Interior Gale Norton said on Wednesday that 40 percent of her department is back online but to thousands of Indian landowners the web sites and e-mail missed by employees and the public is a far cry from the payments they have not received since November.

"I've watched them jump around for Enron while I haven't received so much as a single word about the money they owe me," Rosemary Pimms, a member of the Yakama Nation of Washington, told The New York Times. "Nothing new there: the Indian is always last in line."

The department has been able to restart three computer systems that process payments to Indian Country. A third, operated by the Minerals Management Service, remains offline but the department said it will manually calculate oil and gas royalties and finally send out checks.

"I'll believe it when I see it," said Pimms.
