Federal ruling may help tribes

In a ruling that may help two Idaho tribes, a federal judge has invalidated parts of Idaho's voter initiative law.

U.S. District Judge B. Lynn Winmill said provisions requiring initiatives to obtain signatures 6 percent of registered voters in all 22 counties just to get on the ballot violated the U.S. Constitution. He also said other parts of the law were unconstutitional.

The ruling would make it easier for the Nez Perce Tribe and the Coeur a'Alene Tribe to get enough signatures for a Class III gaming initiative they want on the 2002 ballot. The tribes are hoping state voters will allow slot machine and other gaming on their reservations.
