After issuing two memos directing state agencies only to deal with recognized tribal leadership, New York Gov. George Pataki (R) is hedging on whether out-of-state tribes apply.

When asked by The Albany Times-Union about the potential for casino deals with tribes outside the state, he reportedly said: "That's a very technical issue, and we'll have to get back to you."

The Stockbridge-Munsee Band of Mohicans from Wisconsin and the Seneca-Cayuga Tribe of Oklahoma are seeking to open casinos in the Catskills region of New York. Pataki is authorized to negotiate three compacts there and one is already taken up by the Akwesasne Mohawk Nation, which is based in the state.
