WEDNESDAY, FEBRUARY 27, 2002 Tribes seem to have trouble getting a meeting with Secretary of Interior Gale Norton but Louisiana Gov. Mike Foster apparently had no problem. Foster signed the deal, which features a 21 percent revenue sharing rate, contingent on the tribe receiving trust land.
