Idaho Attorney General Al Lance on Thursday issued a legal opinion stating that a gaming initiative by the Coeur d'Alene Tribe won't legalize electronic gaming in Indian Country.

Lance says slot machines are banned by the state's constitution. Therefore, the voter initiative, even if approved, would be unconstitutional.

Chairman Ernie Stensgar said the tribe will continue with the project, which could cost between $4 million and $8 million.
