An internal Department of Interior memo criticizes efforts to piece together historic documents for the Indian trust.

John Miller, a deputy within the Office of the Special Trustee, said no systems are in place to guarantee the documents would be safe. Existing databases are inaccurate, unreliable and prone to hacking, he said.
