DECEMBER 6, 2000 As promised, Mexico's new President, Vicente Fox, submitted an Indian-rights bill to Congress on Tuesday that would give indigenous communities greater self-determination rights. The provisions of the bill were negotiated in 1996 but never submitted to Congress. Although Congress was urged to consider it quickly, it may not get approved until next year. Get the Story:
