The Energy Department and the Environmental Protection Agency have made suggestions to reform clean air regulations, changes the industry has sought but which environmentalists and some states oppose.

The agencies were directed by President Bush to review regulations under the Clean Air Act. According to The New York Times, they have made an informal request to relax the rules governing the expansion of power plans, although officials said EPA Administrator Christie Whitman favored stronger protections than Energy Secretary Abraham and Vice President Dick Cheney.

The White House has no timetable on a decision on the issue, said a spokesperson.
