Senate Democrats are changing the membership on a joint Senate-House conference committee that will create a final version of the controversial energy bill.

Majority Leader Tom Daschle (D-S.D.) said the membership will be drawn from as many as eight committees. This will ensure those who participated in the bill's drafting get included, he said.

But Republicans are accusing Democrats of trying to stack the deck against drilling in the Arctic National Wildlife Refuge, which was included in the House version of the bill but not the Senate. A unanimous consent agreement dictated the membership, which could include pro-development Democrats.
