The Senate is set to vote Thursday on the energy bill without provisions allowing drilling on Alaska Native lands in the Arctic National Wildlife Refuge.

Sen. Ted Stevens (R-Alaska) last week vowed to introduce an amendment to allow drilling on Inupiat-owned lands. He changed his mind yesterday, saying the best hopes for development are in the joint House-Senate conference committee that will resolve differences in the versions passed by each chamber.

The House last summer passed a version allowing development. The Senate rejected drilling last week.

Thursday's vote was agreed to after Democrat leaders said they would schedule a vote on repealing the federal estate tax. It also came after attempts by New York and California senators to eliminate a provision affecting the use of corn-based ethanol in gasoline.
