Sen. Frank Murkowski (R-Alaska) refused to comment last week about a proposal to allow drilling on Native-owned lands in the Arctic National Wildlife Refuge.

But that doesn't mean he isn't up to something. Sen. Ted Stevens (R-Alaska). said he would introduce a bill to open up lands owned by Inupiat Eskimos to development.

When the plan is unveiled, Murkowski said he would offer his views. In recent weeks, he has said the Inupiats, who own 92,000 acres total in ANWR, should have a right to decide what to do with their land.
