Six Sioux tribes in South Dakota are challenging recent approval of a $1.5 billion rail expansion through the Black Hills.

The tribes filed an appeal with the Surface Transportation Board of the Department of Transportation. The board approved Dakota, Minnesota and Eastern Railroad's plan to lay down almost 300 miles of new track from the Black Hills in South Dakota to the Powder River Basin coal mines of Wyoming.

The company also wants to replace 600 miles of existing track in South Dakota and Minnesota. The project is the largest expansion in history.
