Alaska Native corporations are bankrolling a voter initiative drive on subsistence but state legislators are questioning whether it will have an effect.

Known as Proposition 1, the question would appear on the ballot in urban Anchorage. It calls on the Legislature to put the subsistence issue on the November ballot.

The Legislature has to act because the state's constitution has to be amended to recognize a Native and rural priority to subsistence. Republicans have traditionally voted against the change and one lawmaker says the initiative probably won't change their minds.
