Bush developing global warming plan

The Bush administration is preparing a new global warming proposal nearly a year after President Bush scrapped the Kyoto protocol and said an alternative plan needed to be developed.

The proposal includes limiting the amount of greenhouse gas emissions but not defining strict caps and developing an emissions trading program for the industry. Also, the plan presents a less aggressive timeline to reducing the gases.

The plan is being finalized in preparation for Bush's trip to Asia next week.

Bush withdrew from the Kyoto treaty last spring, saying it did not adequately address the role developing nations play in reducing global warming.
