A county commission in Nevada narrowly voted to refuse a permit to a company that wants to operate a 24-hour, 7-day-a-week kitty litter mine and plant.

By a 3-2 vote, the Washoe County commissioners denied an appeal by the Oil-Dri company to open its operation. Among the reasons cited was adverse impacts on health, the environment and the Reno-Sparks Indian Colony.

The company, however, plans on making cats smell good. The company believes a federal permit, approved by the Department of Interior, allows development regardless of local opposition.
