Legislation introduced in the Senate on Thursday would prevent oil drilling off the coast of California, where it is greatly opposed.

Companies with existing leases in California would receive credits to give up those rights. The credits, potentially worth billions of dollars, would be applied when they bid on leases off the coast of Louisiana, where development is supported.

The credits could also be used to offset royalty payments on federal lands.
