WEDNESDAY, APRIL 3, 2002 The Indian Association at the University of North Dakota is holding the 33rd annual Time Out Wacipi this week. The festivities for "Understanding the Sacred Circle" include talks on Arctic drilling by Sarah James of the Gwich'in Nation, Indian health, civil rights, anthropology and culture.
