Bush's faith-based initiative crashes in Congress

The Bush administration's lack of flexibility is blamed for the failure of the president's controversial faith-based initiative.

The proposal would allow religious groups and churches to receive federal funds without setting up separate organizations. It would also increase tax credits for charitable giving.

But people involved with the legislation said the White House refused to budge to criticism that it blurred the line between church and state. The bill that finally passed the Senate was stripped of all references to religion, and only the tax incentives remained.
