The state of South Dakota says figuring out how much tribal members are owed for gasoline taxes paid on the reservation is a big mess.

The South Dakota Supreme Court ruled that tribal members are owed the refunds. But the state Department of Revenue says it doesn't know how far back to look and is seeking guidance from the Legislature.

The state and the owner of a gas station on the reservation are also asking the court for clarification.
