Tribal energy bill limits environmental review

MONDAY, MARCH 24, 2003 A comprehensive energy development bill under consideration in the Senate limits federal environmental reviews of tribal energy projects. The bill allows tribes to develop their own energy-related regulations. Once Secretary of the Interior ratifies the regulations, the government would not have to review projects under federal environmental law. Also, the government would disclaim all liability for projects approved pursuant to the regulations. Under a recent Supreme Court ruling, this would limit the government's trust responsibilities.
