Wis. tribe says controversy has slowed talks

The Oneida Nation of Wisconsin says ongoing controversy over the expansion of gaming in the state has stalled tribal compact negotiations.

A council member said the tribe hoped to have a new agreement finalized by now. But lawmakers and Gov. Jim Doyle (D) have been busy battling.
