Senator Ben Nighthorse Campbell (R-Colorado) has introduced four bills to reform parts of the Bureau of Indian Affairs (BIA) and the Indian Health Service (IHS).

The BIA reforms affect the reservation roads program, contracting of federal lands and federal recognition. The Norwich Bulletin said the recognition proposal limits public participation and eliminates BIA appeals, instead sending petitioning groups directly to the court system.

The IHS bill would allow tribes to consolidate alcohol and substance abuse programs.
