Idaho tribe and neighbors draft historic plan

WEDNESDAY, JANUARY 22, 2003 The Nez Perce Tribe of Idaho and a coalition of local governments have reached what is being called a precedent-setting agreement outlining a plan for cooperation and better relations. The tribe was at odds with the North Central Idaho Jurisdictional Alliance, a group of 23 local governments and school boards. Water rights, jurisdiction and law enforcement were just a few of the issues that raised tensions. But with the help of researchers from the Harvard University's Kennedy School of Government, the tribe and the coalition drafted a memorandum of understanding that will settle their conflicts and foster collaboration.
