"It's in the interest of the Indians to support a regulated casino because the wildly excessive profits of an unregulated casino really fosters a culture of greed and a fast buck and greed and a fast buck can never be the cornerstone to revitalizing a culture.

Rather, the unregulated casino will consume itself like the proverbial serpent that eats its tail. Without a strict sense of social responsibility and ethics, the Indian members will become extremely jealous of one another and jealousy and greed will be the poisonous serpent, which will more than ever seal the demise of their culture. The members of the Indian tribe with their goals, and dreams and aspirations based on their religion are the real culture that has to be developed and nurtured, not unregulated casinos. . ."
