President Bush will nominate former Pennsylvania Governor Tom Ridge as Secretary of Homeland Security, according to news accounts.

The new Department of Homeland Security will be made official when Bush signs it into law next week. But it will take at least a year to create.

According to The New York Times, it might be even longer because many of its programs haven't been funded. Most of the appropriations bills remain deadlocked in Congress.
