THURSDAY, OCTOBER 31, 2002 The race for president of the Oglala Lakota Tribe of South Dakota pits Russell Means, who has a lot of dreams, against incumbent John Yellow Bird Steele, who seems a man more of reality. Means is a high-profile activist who's been in movies, written books and gotten into trouble with the law. Steele has spent most of his life working in tribal politics. Means is running on constitutional reform. He says the current tribal government is a corrupt bureaucracy that takes power away from people. Steele also supports reform. He envisions a stronger central government and sees the tribe taking on duties currently handled by the Bureau of Indian Affairs. Get the Story:
