"U.S. District Judge Royce Lamberth is right to be upset about foot-dragging at the Interior Department - but his anger may be directed at the wrong people.

Clearly, [Secretary Gale] Norton and her predecessors are in charge - officially, at least - so Lamberth is correct to hold them accountable. It might be productive for him to launch an investigation focusing on the secretary's subordinates and whether they, too, should be held accountable."
