MONDAY, SEPTEMBER 23, 2002 Last updated: 6:10 p.m. EDT. By a vote of 80 to 15, the Senate this evening killed a controversial measure to halt all pending federal recognition decisions. Sens. Chris Dodd (D-Conn.) and Joe Lieberman (D-Conn.) offered the measure in the form of a rider to the Department of Interior appropriations bill. They wanted a moratorium until the process undergoes reform. Sens. Daniel Inouye (D-Hawaii) and Ben Nighthorse Campbell (R-Colo.) led the fight against the measure.
